The sovereign stage of the demographic evolution of Kazakhstan – covers a thirty-year period of the country's recent history (1999-2021). Each of these three decades was distinguished by peculiarities in the formation and institutionalization of the national demographic system. Despite the relatively short time span, each stage is characterized by the most important transformations aimed at forming an independent demographic system. Due to the availability of full-fledged statistical material, the analysis of the sovereign stage is carried out mainly based on the methods of demographic science and statistics. Key demographic indicators were used that most fully reflect the dynamics and content of transformations in the demographic history of the Republic of Kazakhstan. Particular attention is paid to fertility rates as one of the central elements of natural reproduction of the population.

The features of changes in fertility rates and the formation of a new stage in the demographic development of Kazakhstan, the leading component of which is Kazakh youth, are presented. 2021 is determined by the conditional end date for the dominance of fertility trends on a traditional basis and the beginning of the dynamic development of a new vector based on modern, modernization criteria.
